2009 - 2010 Motor Vehicle Regulations
These Regulations supersede all those previously published. They are effective
September 1, 2009, and subject to change with proper notification.
A. AUTHORITY
These
regulations are established by virtue of the authority vested by the Board of
Trustees in accordance with state statutes. By virtue of the powers granted to
the Board of Trustees by the Constitution, the Board of Trustees has the
authority to adopt and promulgate reasonable rules and regulations for the
management and governance of the institution. Those powers may be delegated to
various University officials for the governance of students and the
administration of University affairs, Ref: Alabama-Code §16-47-2, 34 (1975).
The responsibility of obtaining
knowledge of all laws and regulations in force rests with the motor vehicle
operator. Students, faculty, and staff are expected to be familiar with and
abide by these regulations. The fact that a violation notice is not issued
when a vehicle is illegally parked does not mean or imply that the regulations
or laws are no longer in effect.
B. GENERAL REGULATIONS
1. All faculty, staff, and students who
operate or park a motor vehicle on the University of Alabama in Huntsville campus must display
on their vehicle either a current UAH vehicle registration decal or a Temporary Parking Permit
issued by the Department of Public Safety.
2. The
exemption from requiring a UAHuntsville parking decal for vehicles displaying a
State of Alabama issued UAHuntsville License Plate expired August 31, 2009.
3. Decals
will be valid for a one-year period from September 1, 2009, through August 31, 2010.
4. Current
decals and permits issued by Alabama A&M University are accepted on the UAH
Campus.
5. Each
faculty/staff member and student must acquaint all members of his/her household
with the Motor Vehicle Regulations.
6. All
vehicles must park with the rear of the vehicle next to the traffic lane.
7. Vehicle
operators must park vehicles only in clearly marked spaces.
8. Motorist
must yield to pedestrians who are in or entering a crosswalk.
9. The
speed limit on campus roads is 25 M.P.H. and is enforced by radar.
10. Vehicles
parked on University property must be maintained in operable condition.
11. The
parking of buses, motor homes, travel trailers, and like vehicles are
prohibited from parking on Campus grounds. An exemption for an authorized event
may be requested through Public Safety. If approved, Public Safety will assign
a designated parking location.
12. The
responsibility of finding a legal parking space rests with the vehicle
operator. A lack of space where one would like to park is not a valid excuse
for violating any parking regulation.
C. VEHICLE REGISTRATION
1. Vehicles
may be registered at the Department of Public Safety, Monday through Friday, 7:30 a.m. to 5:00 p.m.
2. A
vehicle registration fee will be added to all students’ tuition statements the first
semester that they register for classes.
3. If a
student does not operate/park a vehicle on campus, he/she may receive a credit
by returning the decal and a completed credit form to the Department of Public
Safety. Credit forms may be obtained at the Department of Public Safety. Once
a student files the form and receives a credit and is later cited for operating
or parking a vehicle on campus, he/she will be fined $50.00 plus the fine for
the violation.
4. Students
who wish to register additional vehicles must come by the Department of Public
Safety.
5. Faculty/staff
may register their vehicle(s) through campus mail or in person at the
Department of Public Safety.

Fees are subject to change with proper notification.
7. When a
vehicle is sold or traded and a replacement vehicle is registered, a fee of $5
will be charged for the replacement decal provided the old decal is returned to
the Department of Public Safety.
8. Outside decals are normally issued. If
the vehicle operator requires or requests an inside decal, they may return the
issued outside decal to the Department of Public Safety for exchange.
9. Decal Location
a. Outside decals must be permanently
and properly affixed to the right rear bumper or on the rear window,
outside bottom right corner, passenger’s side. Inside window decals must
be affixed to the rear window, inside bottom right corner, passenger
side. The decal is not to be affixed with tape. The adhesive on the decal
must be used to affix the decal to the vehicle.
b. The current year decal must be
the only decal displayed.
10. Motorcycles, Motorbikes, and Bicycles
a. All Motor Vehicle Regulations
and penalties apply to motorcycles, motorbikes, and bicycles.
b. The decal must be permanently affixed on the motorcycle or motorbike
at the discretion of the vehicle owner, provided it is prominently displayed and clearly visible.
c. Bicycles must be placed in bicycle racks when available and
locked in the rack.
d. Bicycles parked inside
buildings will be impounded by the Department of Public Safety.
e. Regulations, fines, and
penalties for bicycle operation are the same as those for motor vehicles.
11. Temporary Parking Permits
a. Registrants prevented from
using their officially registered vehicle and using a vehicle that is not
registered must obtain a temporary permit from the Department of Public Safety
from 7:30 a.m. to 5:00 p.m. Monday through Friday.
b. Temporary permits are issued
without charge if the student or faculty/staff member has at least one car
registered.
c. Temporary permits are issued
for up to seven days from the date of issue. For periods that exceed seven
days, the registrant must return to the Department of Public Safety for an
extension.
d. Temporary permits must be hung
on the rear view mirror with the hang tag number facing the vehicle
windshield.
D. RESTRICTED PARKING
1. Service
Vehicle Parking spaces, service roads, and other service vehicle areas are
reserved on a 24-hour basis exclusively for the use of service vehicles identified
by the state license tag or recognized as a contractor’s vehicle.
2. Twenty-Minute
Parking spaces are reserved from 8:00 a.m. to 5:00 p.m. weekdays. No
special permit is required for their use. These spaces should be used for loading,
unloading, pickup, and delivery. Twenty-Minute Parking spaces in/around
Southeast Housing, Frank Franz Hall, and Central Campus Residence Hall are
restricted 7 days per week, 24 hours a day.
3. Visitor
Parking spaces are for the exclusive use of University visitors between the
hours of 8:00 a.m. to 5:00 p.m. weekdays. UAH students and faculty/staff
members may not use them during that time. Visitor Parking spaces
in/around Southeast Housing, Central Residence Hall, and Frank Franz Hall have
a one-hour limit and are restricted 7 days per week, 24 hours a day.
4. Loading
Zones are reserved exclusively for service activities and for state owned
service vehicles. Permission can be obtained for personal vehicles to use
these zones by calling the Department of Public Safety (824-6596) prior to
usage. A fifteen-minute time limit will be enforced for personal vehicles.
E. SPECIAL PERMITS
1. Visitors
to UAH should obtain permits from the Department of Public Safety. If a
visitor should receive a citation while on campus, he/she may contact the
Department of Public Safety to determine a disposition.
2. Continuing
Education Decals and permits are issued through the Division of Continuing
Education.
3. Special
Events Permits are issued to the requesting or sponsoring departments upon
request to the Department of Public Safety.
4. Special
Decals - Certain vendors, patrons, contractors, and consultants serving UAH
may qualify for special decals at no charge. The decals may be obtained at the
Department of Public Safety.
5. Handicapped
Parking spaces are provided next to each building and require a handicapped
decal or permit. Temporary handicapped permits can be issued at the Department
of Public Safety. Handicapped decals are issued through the Madison County
License Department. Vehicles parked in handicapped parking spaces must have
the permit prominently displayed.
F. VIOLATIONS
1. Violations
of any of the stated decal, parking, or moving regulations will cause the
offender to be cited. The citation may result in disciplinary action,
suspension of campus driving or parking privileges, fines, or lesser sanctions.
2. Fines
are payable at the Department of Public Safety within 7 business days of
receipt. Any fine not paid within 7 business days will be subject to an
additional late charge penalty of $10.00 as shown in the schedule of fines.
3. All
vehicles parked illegally or not according to University rules and regulations
are subject to being impounded.
4. All
flagrant moving violations that endanger life or property, such as reckless
driving, driving under the influence, etc., will result in the arrest of the
vehicle operator.
5. All
traffic laws and standard rules of the road for the City of Huntsville, County
of Madison, and State of Alabama must be observed at all times. Violators will be
ticketed.
6. Decal Violations – include but are not limited to
the following:
a. No decal or permit on vehicle
b. Transferring of decal or permit
to another vehicle
c. Displaying expired decal
d. Decal or permit improperly
displayed
e. Improper or unauthorized use of
decal
7. Parking Violations – include but are not limited
to the following:
a. Curbside parking - not in
marked space
b. Parking in “No Parking” zone
c. Parking on or over a line
d. Parking on lawn, sidewalk, or
driveway
e. Double parking
f. Overtime parking
g. Faculty/staff and students
parking in spaces designated only for visitors
h. Backing in or pulling through a
parking space
i. Parking against flow of
traffic
j. Parking in handicapped space
without a valid permit
k. Parking in service vehicle
space or on service road
8. Moving Violations – include but are not limited
to the following:
a. Exceeding posted speed limit
b. Disobeying stop sign
c. Improper turning
d. Failure to yield right-of-way
e. Improper passing
f. Improper lane usage
g. Following too closely
h. Failure to stop for
pedestrian(s) in crosswalk
i. Moving wrong way on one-way
street
j. Failure to obey posted traffic
sign or signal
k. Driving on lawn or sidewalk
G. PENALTIES
1. The
UAH registered owner/operator is responsible for all penalties incurred against
his/her vehicle, even if it is being operated by another authorized person.
2. Failure
to acknowledge the violator’s copy of the citation after it has been placed on
the vehicle shall not be grounds for voiding a ticket.
3. Violators
are liable for each citation issued. Filing an appeal on one citation does not
automatically shield the violator from any later citations received for the
same type of offense.
4. Students:
All unpaid traffic fines incurred by a student are fees owed to The University
of Alabama in Huntsville. No student may attend classes at UAH during a
subsequent term if he/she has any financial obligation for any previous term.

APPEALS
1. Any
person who feels that the Department of Public Safety has unjustly dealt with
him/her on traffic or parking matters may request a hearing before the Student
Traffic Appeals Committee or the Faculty/Staff Traffic Appeals Board, as
appropriate.
2. Faculty/staff
members or students must have a car registered to file an appeal.
3. The
inability to find a legal parking space will not be accepted as a defense for
violations.
4. Faculty/Staff
members and students may appeal citations for violations of UAH Motor Vehicle
Regulations. Appeals must be filed in person, on the proper forms, available
at the Department of Public Safety, and received by that office within 7 business
days after the ticketing time. The fine must be paid at the time of the
appeal. If the appeal is granted, a refund will be authorized by the
Department of Public Safety.
5. The
decisions of the Student Traffic Appeals Committee and the Faculty/ Staff
Traffic Appeals Board shall be final.
